International Adoption and the Hague Adoption Convention

The Hague Convention on the Protection of Children and Co-operation in Respect of Inter-Country Adoption (known as the Hague Adoption Convention) was an international convention held in The Hague, Netherlands in 1993 that set out to create agreements with respect to inter-country adoption. This convention worked to establish precedents for international adoption to be followed by all the countries who agreed to the standards.

The Hague Adoption Convention

The Hague Adoption Convention intended to protect the process of inter-country adoption for the safety of both children and families of the signing countries. The convention required signing parties to create a central authority for adoption that would properly distribute adoption information. Also, it promised that signing countries would work to make sure adoptions are in the best interest of the child and work to prevent the trafficking, abduction and sale of children. The convention standards also require that the country of origin of a child considered for adoption has taken proper steps to seek adoption of the child in his or her country of origin.

The convention suggested a few keys to the success of these standards. The creation of accredited adoption agencies is a major emphasis of the convention in order to help ensure the use of ethical practices and the maintaining of federal standards. Another key to the upholding of the convention is transparency in the operation of agencies. This transparency includes the written communication of all fees and costs before the adoption process is undergone. Finally, adoption certificates will be issued with the official adoption of any child from a convention country to ensure that all standards were upheld in the process. This includes the proper filing of updated forms and visa filings.
